For all projects

Building permit application

The building permit application is fairly simple. Your commercial alteration project will need a few details about the owner, contractor, and location, and valuation.

Later, you’ll submit this application to our online system, DevHub ↗.

Commercial systems development charge (SDC) form

This helps us assess what fees to charge to help offset the impact your project will have on City services. To fill it out, you’ll need information about your project site’s square footage and, if your project involves plumbing, the number of fixtures served by the meter. NOTE: This might require you to ask other tenants in the building to count their fixtures.

You’ll submit this form on DevHub as well.

For commercial alterations

Electrical permit application

Licensed electricians can submit this application on DevHub. If the electrical work needs to have plans, the licensed electrician should submit a permit application request for Trade Permits with Plan Review.

Mechanical permit application

Licensed contractors (and in some cases, the property owner or their representative) can submit this application on DevHub. If the mechanical work needs to have plans, the licensed contractor should submit a permit application request for Trade Permits with Plan Review.

Plumbing permit application

Licensed plumbers can submit their applications on DevHub under Trade Permits. If the plumbing work needs to have plans, the licensed plumber should submit a permit application request for Trade Permits with Plan Review.

Building Code Summary worksheet

Project designers should use this form to analyze a building design and demonstrate that it complies with the Building Code. This form isn’t required for an application. It’s meant to be a helpful tool.

Fire Sprinkler System Permit application

The company who will install or alter the fire sprinkler system should fill out this application. They should submit this application to Portland Fire & Rescue only after Portland Permitting & Development issues your building permit.

Fire alarm permit application

The company who will install or alter the fire alarm system should fill out this application. They should submit this application to Portland Fire & Rescue only after Portland Permitting & Development issues your building permit.

Shell permit acknowledgement statement

If your project is leaving some of the space unfinished, we'll need this form. This acknowledgement must be signed by the property owner or their authorized agent.
