Waitlist closed as of March 2026. We appreciate the patience of those who have been waiting for an opportunity to join the program. At this time, due to ongoing budget and staffing constraints, we are unable to accept new participants and will not be maintaining a waitlist. Maintaining the high level of service for which the program is known remains our priority, and our current resources do not allow for program expansion.

Eligibility requirements

The FIR Program is available to State of Oregon licensed contractors, architects and engineers.

Registration process

You may register at any time. Registration will put you on the waitlist.

Complete the following steps to register for the FIR Program:

  1. Compete and sign a FIR Registration and Participant Agreement form. No fees are required to complete the registration and agreement form. 

  2. Submit the completed form by email to ppdfirpermits@portlandoregon.gov  

  3. Attend a required orientation session. We offer orientation sessions as needed.

One-time registration fee

Upon completion of the orientation process, a one-time registration fee is invoiced within 30 days of FIR Program orientation.

Annual registration renewal

A renewal fee is invoiced annually in August.
